Researcher calls Control Yuan probe a KMT-led attack

Academia Sinica deputy research fellow Huang Kuo-chang (黃國昌) yesterday panned Chinese Nationalist Party (KMT) Legislator Lu Hsueh-chang (呂學樟), saying that Lu pressured the Control Yuan into investigating Huang’s role in the Sunflower movement earlier this year.
Despite Academia Sinica determining that Huang is not a public servant, since he performs no administrative functions at the research institute, the Control Yuan ruled that he is bound by the Public Functionary Service Act (公務人員服務法) and the Public Servants’ Administrative Neutrality Act (公務人員行政中立法).
Therefore Huang is subject to a probe into whether his participation in the occupation of the Legislative Yuan this spring broke the law, the Control Yuan said.
Huang said the Control Yuan made the decision under pressure from Lu, since earlier in the week during a question-and-answer session at the legislature, Lu asked Control Yuan Secretary-General Fu Meng-jung (傅孟融) to initiate a probe, despite a Control Yuan promise that it would not investigate.
Huang asked if the Control Yuan is working for the people or as a political tool, adding that it is no wonder that most people do not respect the branch of the government and there is a campaign to abolish it.
The Control Yuan said that it respects Academia Sinica’s position that Huang is not a public servant, but the Ministry of Civil Service, which is in charge of the two acts, said in a reply to the Control Yuan that researchers at the institute are also subject to the regulations.
The Control Yuan said that it would examine the situation independently and make its own judgement on the Huang case.
